"Svoj na svome" — Property Legalization & Registration
Around 2.5 million applications have been filed to register ownership through Serbia's "Svoj na svome" program. Here is what it is, who can apply, by when, what it costs — and, most importantly, how to check whether your property is registered in the cadastre.
What "Svoj na svome" is
"Svoj na svome" ("your own place") is a state program that lets citizens finally become registered owners of the buildings they live or work in, and resolves objects built without complete documentation. Serbia is estimated to have about 4.8 million such unregistered or unlegalized objects.
The goal is mass registration of ownership in the real-estate cadastre via a simplified procedure and a low fee. According to the authorities, around 2.5 million applications have been filed.
Official information and the application are on the svojnasvome.gov.rs portal and through the eUprava / eGrađanin system.
Who can apply, and by when
The program is for owners and users of objects that are not registered or not legalized. You apply for a specific object (house, flat, auxiliary building) to be registered in the cadastre.
- Deadline: the first application window closed on 8 February 2026; for those who could not file in time, applications are — as announced — possible until 24 Oct 2026. Check the current deadline on svojnasvome.gov.rs.
- What you need: your personal ID number (JMBG) and ID card; for online filing, an eGrađanin (eID) account.
- After applying comes processing, fee payment and registration in the cadastre (RGZ).
How to apply — step by step
- 1. Online (eGrađanin). Sign in to the portal with an eID account and file electronically — the fastest way.
- 2. At the municipality. You can also file in person at your municipal/city counter.
- 3. By post. In some cases an application by post is possible.
- 4. Track the status. After processing you receive notice of the fee and the next steps to registration.
How much registration / legalization costs
A major advantage of the program is the low fee for a large share of objects. Roughly (as announced — verify the current amounts for your case):
- For the simplified procedure — around €100.
- In cities over 100,000 inhabitants — roughly €100–500.
- In cities of 50,000–100,000 — roughly €100–300.
- For luxury properties in central Belgrade — up to €1,000.

How to check your property's status in the cadastre
Checking the status of your application
If you have already applied, RGZ runs an official online service for checking your application status: Svoj na svome certificate status check. You need the application number issued when you filed — the service shows how far your case has progressed.
That is the status of the application. The separate, equally important question is the status of the property itself in the cadastre.
Whether or not you applied to "Svoj na svome", it is useful to check how your property stands in the cadastre — whether it is registered, the area, and any encumbrances.
- eKatastar (RGZ). The official portal — search by address or parcel; the data is free and public.
- Kaza.rs — building page. Find the building at its address: we show floors, the cadastral parcel and the aggregate legal status (how many flats are clear, mortgaged, under usufruct) — no personal data.
- Kaza.rs — valuation. Enter the address and flat number: you get a value estimate, a rent estimate and the legal status of that exact property.

Before you start
- Deadlines and fees change — always verify the current details on the official svojnasvome.gov.rs portal before applying.
- Keep your application receipt and all evidence about the object (bills, prior documentation, drawings).
- For more complex cases (disputed ownership, inheritance, multiple owners) consult a lawyer or a licensed surveying firm.
- Registration ≠ valuation. Registration settles the legal status; check market value separately (e.g. on Kaza.rs valuation).
